О Некоторых Новых Формах Государственно-Частного Партнерства В Японии

Abstract

В статье анализируются некоторые новые формы государственно-частного партнерства, получившие развитие в сфере инфраструктуры Японии в последние годы. Особое внимание уделено системе уполномоченных управляющих, одной из самых востребованных форм ГЧП. Привлечение частного сектора в сферу управления государственной собственностью рассматривается как важный инструмент повышения уровня услуг, оказываемых населению, снижения издержек и оживления хозяйственной конъюнктуры. Спектр областей, в которых применяется система уполномоченных управляющих, достаточно широк и охватывает сферы строительства муниципального жилья, управления различными государственными объектами - спортивного и культурного назначения, библиотеками и музеями, парками, автостоянками и т.д. Приводятся примеры наиболее удачного функционирования новых форм ГЧП, анализируются проблемы, возникающие в связи с их использованием. Делается вывод о том, что использование системы контрактного управления частным бизнесом государственных объектов социальной инфраструктуры в Японии в ближайшем будущем не только продолжится, но и получит новые, более широкие масштабы.
