Государственная Служба Великобритании: Традиции И Поиск Новой Парадигмы

Abstract

Данная статья посвящена анализу государственной службы Великобритании, где реформы продвинулись дальше, нежели в какой-либо другой стране. В статье рассматриваются традиции британской бюрократической системы и этапы ее эволюции. Автор показывает, что, несмотря на приверженность традициям, современная британская гражданская служба - это открытая плюралистическая структура, ак- тивно развивающаяся, широко, но с учетом своей специфики заимствующая опыт обслуживания граждан в частном секторе и сделавшая удовлетворение потребителей своих услуг в широком смысле слова главным реальным приоритетом своей деятельности, а значительное и все возрастающее внимание к вопросам этики поведения должностных лиц - важным индикатором ориентации на доверие и уважение граждан.
