Формирование Системы Оценки Эффективности Государственных Решений (Применительно К Управлению Земельными Объектами)

Abstract

Статья посвящена проблемам оценки эффективности государственных решений в сфере управления земельными объектами. Исследование отечественной практики государственного управления обнаруживает ряд недостатков существующей процедуры разработки и принятия решений, которые ведут к одобрению не наиболее эффективных, а политически выгодных решений по управлению земельными объектами. Обоснование отдельных видов эффективности государственных решений по законодательству требуется лишь в редких случаях. Мировой опыт предлагает достаточно широкий набор методик оценки эффективности государственных решений, которые могут применяться в отечественной практике управления государственной собственностью. Разработка методики оценки эффективности государственных решений в сфере управления земельными объектами требует учета ряда особенностей, которые и предопределяют схему анализа и аналитические инструменты измерения эффективности решений в данной области.
