Опыт Применения Контрольных Показателей При Реализации Стратегии Региона

Abstract

Автор рассматривает опыт внедрения управления по целям на основании контрольных показателей в сфере государственного управления в различных регионах РФ. Для оценки достигнутых результатов местных администраций в регионах в статье проведен анализ отчетности, сформированной с использованием контрольных показателей и взятой из публичных источников. Особое внимание автор уделил наиболее актуальным методологическим аспектам формирования системы показателей - это кластерная политика развития территорий и оценка конкурентоспособности региона. Он доказывает, что сбалансированная система контрольных показателей, интегрированная в стратегию развития региона, позволяет оперативно принимать управленческие решения в отношении секторов и мероприятий, на которых администрации региона необходимо сконцентрировать дополнительное внимание. В заключительной части своей работы автор предлагает рекомендации относительно возможных улучшений методики управления по целям.
