Проблемы Использования Экспертного Знания В Реализации Государственных Функций

Abstract

С помощью инструментария новой институциональной экономической теории очерчивается проблемное поле привлечения экспертов в связи с выполнением органами исполнительной власти своих функций. Предложена классификация экспертного знания по источникам и направлениям его использования. Рассмотрены характеристики различных участников трансакций, а также обозначены подходы к решению проблемы достоверности обязательств участников трансакций по поводу экспертного знания с учетом особенностей ключевых структурных альтернатив управления трансакциями. Сформулированы вопросы, которые должны быть сняты в рамках дальнейших исследований.
