Оценка Эффективности И Спрос На Оценку Эффективности Государственных Программ На Рынке Труда

Abstract

Оценка эффективности государственных программ рассматривается на примере политики и программ на рынке труда. Ядром оценки эффективности государственных программ является оценка воздействия, фокусирующаяся на причинно-следственных связях между реализацией программы и достигнутым в итоге результатом. Оценка воздействия проводится на индивидуальном уровне и дает конкретные количественные показатели эффекта программы для ее адресной аудитории и других затрагиваемых программой групп населения. В статье рассматриваются основные методы оценки эффективности программ через оценку воздействия. Также анализируются институциональные ограничения для проведения оценок эффективности государственной политики, связанные с отсутствием спроса на результаты со стороны органов государственной власти и существованием необходимых источников эмпирических данных.
