Коммуникативное Пространство Органов Власти И Общественности На Муниципальном Уровне

Abstract

В статье показано, что деятельность НКО по решению вопросов местного значения является ожидаемой и востребованной со стороны должностных лиц органов местного самоуправления и муниципальных служащих. Это способствует укреплению позиций местных НКО как реальных элементов системы местного самоуправления, которые потенциально могут приобрести важный признак институционального характера - правовое оформление. Устойчивости некоммерческого сектора на местном уровне могли бы способствовать формы взаимодействия власти и общественности. Однако их потенциал раскрыт пока не достаточно. В связи с этим становится необходимой разработка мер поддержки НКО со стороны органов местного самоуправления, которые в конечном итоге будут способствовать укреплению самих систем местного самоуправления в российских муниципальных образованиях как систем самоорганизации населения для управления процессами, связанными с его жизнеобеспечением.
