Проблемы Формирования Социальной Базы Местного Самоуправления В России

Abstract

Фокус социологической науки в исследовании российского местного самоуправления находится в пределах различных аспектов трактовки самого понятия "местное самоуправление". Чаще всего это социальный, функциональный и институциональный аспекты. В институциональном аспекте внимание фокусируется на местном самоуправлении как социальном институте, в рамках которого население непосредственно или через создаваемые им органы участвует в решении вопросов местного значения. Речь идет об исторически сложившейся форме организации и регулирования общественной жизни, обеспечивающей выполнение жизненно важных для общества функций и включающей совокупность определенных связей, норм и ролей, которые на практике проявляются в деятельности органов местного самоуправления, должностных лиц местного самоуправления, добровольных объединений граждан формального и неформального характера.
