Программно-Целевой Подход К Управлению Здравоохранением – Основа Дальнейшего Совершенствования Обеспечения Конституционных Прав Граждан Российской Федерации На Бесплатную Медицинскую Помощь

Abstract

В настоящее время большое внимание уделяется программно-целевому управлению российским здравоохранением, под которым понимается разработка целевых программ и выделение финансов для их реализации. Основной программой, нацеленной на обеспечение доступности и качества медицинской помощи, на сегодняшний день является Программа государственных гарантий оказания гражданам Российской Федерации бесплатной медицинской помощи (далее - Программа), реализация которой началась с конца 90-х годов во всех субъектах Российской Федерации. Трудно переоценить значимость данной Программы как важнейшего и единственного механизма государственного регулирования здравоохранения, обеспечивающего соблюдение равных конституционных прав граждан на медицинскую помощь за счет государственных источников финансирования.
