Abstract

Статья посвящена изучению механизмов эффективной организации отношений в середине бюджетной системы Украины и Европы, а именно через построение оптимального баланса между бюджетом центрального правительства и бюджетами орга- нов местного самоуправления. Рассмотрено понятие децентрализации в контексте реформирования межбюджетных отношений Украины. Проанализирован отечественный и зарубежный опыт формирования доходной части местных бюджетов с целью определения наиболее действенных элементов и сдвигов в местном самоуправлении стран Европы, которые было бы целесообразно внедрить в национальную бюджетную систему.
