Федеральная и региональная кластерная политика России. Federal and regional cluster policy of the Russian Federation

Abstract

Проведен обзор опыта кластерной политики России на федеральном и региональном уровнях. Федеральная кластерная политика реализуется по трем направлениям, изучение которых позволило выделить основные составляющие формализованного кластера, претендующего на государственную поддержку. Выявлена тенденция переориентации кластерной политики с поддержки собственно кластеров и их инфраструктуры на кластерные проекты. Произведены систематизация и сравнительный анализ кластерной политики в регионах-лидерах кластерного развития страны. Установлено, что региональная кластерная политика находится в стадии становления и является проекцией федеральных программ. На региональном уровне в России отсутствует институциональная основа для кластерной политики. Региональная кластерная политика характеризуется однотипностью организационных структур. The article reviews the history of cluster policy in Russia at the federal and regional levels. The federal cluster policy is realized in three directions, studying which allowed us to outline the main features of a formalized cluster that claims state support. The trend of reorientation of the cluster policy from supporting clusters and their infrastructure to cluster projects is revealed. Systematization and comparative analysis of the cluster policy in the regions of the country leading in terms of cluster development is carried out. It is established that the regional cluster policy is at a nascent stage and is a projection of the federal programs. At the regional level, there is no institutional basis for the cluster policy in Russia. The regional cluster policy is characterized by homogeneity of organizational structures.
