Рассматривается способ оценки возможностей увеличения производства молочной продукции регионами России с целью усиления продовольственной безопасности России. Дается общая оценка «молочного» потенциала регионов России, а затем на примере регионов Сибири определяются основные показатели развития молочного производства – уровни производства и потребления, инвестиции в технологическое развитие и в развитие ресурсной базы молочного производства. Общая оценка потенциалов регионов осуществляется с помощью компонентного анализа, а основные показатели рассчитываются на основе использования оптимизационной транспортно- производственной экономико-математической задачи. Компонентный анализ показал отсутствие больше чем у половины регионов РФ достаточно развитых возможностей для роста молочного производства. Оптимизационные расчеты позволили распределить инвестиции в технологическую и ресурсную базы развития молочного производства в регионах Сибири. Предлагаемый методический способ позволяет определить основные показатели усиления продовольственной безопасности в части молочного производства для всех регионов России и может рассматриваться как определенный вклад в методологию стратегического планирования развития отраслей экономики России. The article considers a method for determining the assessment of the possibilities of the Russian regions to increase the production of dairy products in order to enhance Russia's food security. The general estimation of «dairy» potential of Russian regions is given, and then the main indicators of development of dairy production are defined on an example of regions of Siberia – levels of production and consumption, investments in technological development and in development of a resource base of dairy production. A general assessment of the potentials of the regions is carried out with the help of component analysis, and the main indicators are calculated on the basis of the use of an optimization transport-production economic-mathematical problem. The component analysis showed that more than half of the regions of the Russian Federation lack sufficiently developed opportunities for dairy production growth. Optimization calculations made it possible to determine the distribution of investments for the development of technological and resource bases for the development of dairy production in the regions of Siberia. The proposed methodical method allows us to determine the main indicators of strengthening food security in terms of dairy production for all regions of Russia and can be considered as a definite contribution to the methodology of strategic planning for the development of the Russian economy.
