Межрегиональные различия в уровне жизни в России. Interregional differences in level of living in Russia

В условиях высокой степени межрегионального неравенства в современной России смягчение социальной дифференциации остается важнейшей задачей государственной политики. Поэтому измерение как степени, так и динамики неравенства уровня жизни населения, вопрос эволюции социального неравенства сохраняют свою актуальность с точки зрения определения целей, направлений и выбора мероприятий и масштабов социальной политики. Анализируется динамика межрегиональной дифференциации широкого круга показателей уровня жизни в России в период 2000–2012 гг. На основе анализа показателей неравенства построенного интегрального индикатора уровня жизни делаются выводы об общей динамике межрегиональной дифференциации уровня жизни. Выделяются основные факторы, определяющие уровень жизни в российских регионах. Исследование показало, что в первом десятилетии ХХI в. все рассмотренные показатели уровня жизни демонстрировали положительную динамику, а межрегиональная дифференциация большинства из них снижалась. Важнейшими факторами, определяющими уровень жизни в регионах, являлись уровень экономического развития, агломерационный эффект и институциональные факторы. Анализ интегральных региональных показателей уровня жизни также показал снижение неравенства, обусловленное, главным образом, социальной политикой государства. In the conditions of high degree of inter-regional inequality in modern Russia mitigation of social differentiation remains a major challenge of public policy. That’s why measurement of both the extent and the dynamics of inequality in levels of living, the question of the evolution of social inequality continue to be relevant in terms of setting goals, directions and choice of activities and the extent of social policy. In this study, firstly, we analyzed the dynamics of disparities of a wide range of regional indicators of levels of living in Russia during the period of 2000 – 2012; secondly, based on the analysis of inequality of the built integral indicator of the levels of living we draw conclusions about the overall dynamics of inter-regional differentiation of levels of living; in the third, we concluded about the main factors that determine the level of life in Russian regions. The study showed that all considered indicators demonstrated a positive trend and interregional differentiation of the majority of them declined in the first decade of the twenty-first century. The most important factors determining the level of living in the region are the level of economic development, the agglomeration effect and institutional factors. Analysis of general regional indicators of level of living also showed a decrease of inequality, mainly due to the state social policy. The study expands knowledge of regional disparities in living standards in Russia in the period 2000–2012.
