Оценка эффективности государственно-частного партнерства при создании особых экономических зон. Evaluation of public-private partnership efficiency at creation of special economic zones

Abstract

В данной статье для оценки эффективности государственно-частного партнерства при создании особых экономических зон используется концепция общественной эффективности инвестиционных проектов и выявляются основные показатели, определяющие поведение государства и предпринимателей. Предлагаемые методы были апробированы на примере особой экономической зоны туристско-рекреационного типа «Бирюзовая Катунь». This paper applies the concept of public efficiency of investment project to creation of special economic zones and clarifies the fundamental parameter that determine the public-private partnership and behaviour of the government and the businessmen. These methods where applied to a real special economic zone of tourist -recreational type, and «Biruzovaya Katun» was chosen as an object.
