Проблемы Формирования Бюджетов Местного Самоуправления

Abstract

Рассмотрены противоречия, обусловленные организационно-правовой моделью местного самоуправления в России, особенности формирования российской модели межбюджетных отношений. Охарактеризована роль бюджетов местного самоуправления в бюджетной системе страны, определены особенности формирования и направления использования средств местных бюджетов в зависимости от типов муниципальных образований. Выявлены недостатки преобразований, проводимых в сфере местного самоуправления. Показано, что развитие межбюджетных отношений в части региональных и местных бюджетов должно опираться на прочную финансовую базу, которая во многом определяется соответствующим законодательством, закрепляющим правовые гарантии финансовой самостоятельности местного самоуправления.
