К Вопросу Об Оптимальном Числе Ключевых Агентов В Контексте Федерального Недропользования И Теории Ренто-Ориентированного Поведения

Abstract

В статье предлагается динамическая модель в духе теории рентоориентированного поведения, описывающая проблему разделения полномочий между федеральным и региональным уровнями власти на примере известного правила «двух ключей» при лицензировании прав на разработку запасов углеводородов в недрах. утверждается, что при плохо определенных и недостаточно защищенных правах собственности концентрация властных полномочий на каком-либо одном уровне власти может оказаться менее эффективной, чем их разделение между несколькими уровнями власти.
