Abstract

Жилищный кодекс Российской Федерации предопределил пути развития отношений в жилищно-коммунальном хозяйстве. ЖК РФ дает возможность собственникам жилья перейти от иждивенческой модели поведения к поведению полноценных управленцев. Основная цель создания товарищества собственников жилья – обеспечение эффективного совместного управления и использования общего имущества, входящего в состав многоквартирного дома. Причинами, тормозящими процесс создания таких товариществ, являются несовершенство законодательства и недостаток финансовых ресурсов. Новая экономическая модель функционирования товарищества собственников жилья позволит привлечь собственников к управлению своей собственностью на взаимовыгодных условиях органов власти и граждан-собственников.
