Abstract

Since 2010, the Russian economy has been characterized by the development of stagnation tendencies. Mediumterm scenarios proposed by the Economic Development Ministry of Russia are shifting towards pessimistic options. In this situation it is important to understand the reason why the measures taken do not give positive results. The paper substantiates the conditions that make possible implementation of an optimistic scenario. Российская экономика с 2010 г. характеризуется развитием стагнационных тенденций. Среднесрочные сценарии, предлагаемые Минэкономразвития России, смещаются в сторону пессимистических вариантов. В этих условиях важно понять причину того, почему принимаемые меры не дают позитивных результатов. Предлагаемая статья обосновывает условия, при которых возможна реализация оптимистического сценария.
