Abstract

The paper analyzes the organizational, legal and methodological principles of the budget risk management. The purpose of the study is to identify areas for improving the organizational, legal and methodological framework for management of budget risks to improve the quality of formation and execution of budgets. Based on the results of the study, proposals for improving the statutory, organizational and methodological regulation of the content, classification, forecasting and management of budget risks are given. It is concluded that the proposals made to improve the legislative and other statutory documents governing budgetary relations will enhance the quality of the budget risks assessment, including risk identification, and, accordingly, the efficiency of budget risk management. В статье проанализированы организационно-правовые и методические основы управления бюджетными рисками. Цель работы - определение направлений совершенствования организационно-правовых и методических основ управления бюджетными рисками для повышения качества формирования и исполнения бюджетов. Результат исследования - выдвинуты предложения по совершенствованию нормативно-правового, организационного и методического регулирования содержания, классификации, прогнозирования бюджетных рисков и управления ими. Сделан вывод о том, что внесенные предложения по совершенствованию законодательных и иных нормативных правовых актов, регулирующих бюджетные отношения, позволят повысить качество оценки бюджетных рисков, включая их идентификацию, определение уровня риска и соответственно эффективность управления бюджетными рисками.
