Abstract

Modern life requires an effective system of countering the terrorism including financing risk management which can reduce the terrorist threat. The subject of the research is the risk management related to countering the financing of terrorism and risk management tools implemented at the national and company levels. The authors propose an expanded concept of risk management for countering the terrorist financing and analyzed the main sources of terrorist financing. Based on the research findings, the experience of European and domestic organizations has been generalized, and a number of normative and administrative regulation problems have been identified. The proposed recommendations will help improve the system for countering the terrorist financing. В современных условиях необходима эффективная система противодействия терроризму, включающая риск-менеджмент финансирования, способная снизить террористическую опасность. Предметом исследования являются риск-менеджмент противодействия финансированию терроризма и его инструменты, реализуемые на уровне государства и предприятий, функционирующих на современном этапе. В процессе исследования авторами предложено расширенное понятие риск-менеджмента противодействия финансированию терроризма, дан анализ основных источников финансирования террористической деятельности. В результате исследования обобщен опыт европейских и отечественных организаций, выявлены отдельные проблемы нормативного и административного регулирования. Использование предложенных рекомендаций позволит усовершенствовать систему противодействия финансирования терроризма.
