Abstract

The modernization of national government bodies currently carried out in the world is hampered by the fact that it focuses on fully controllable factors of external motivation such as power, money and benefits and ignores the problem that officials themselves do not have internal motivation for the public good. The purposes of the work were to identify the grounds for validating the theoretical and methodological principles of public employees’ motivation based on foreign research findings and determine their development vector. In the course of the research, the above principles were subjected to a thorough analysis and their development trend established. The application of the identified regularities might help in the development of effective domestic mechanisms for motivating public employees. Проводимая в современном мире модернизация национальных государственных органов затрудняется тем, что сосредоточена на полностью управляемых факторах внешней мотивации - власти, деньгах и льготах, оставляя вне своего внимания проблему того, что сами чиновники не имеют внутренней мотивации к общественному благу. Цели работы - выявление положений обоснования истинности теоретико-методологических основ мотивации государственных служащих на примере зарубежных исследований и определение направления вектора в их развитии. Результатом исследования является раскрытие содержания анализируемых основ и установление направления их развития. Применение выявленных закономерностей способствует разработке эффективных отечественных механизмов мотивации государственных служащих.
