Повышение эффективности программного бюджетирования с учетом лучших зарубежных практик // Increasing the Effectiveness of Program Budgeting Taking into Account Best Foreign Practices

Abstract

The paper analyzes methodological and practical approaches to program budgeting abroad using best practices. The purpose of the work was to outline activities that enhance the program budgeting effectiveness in foreign centralized and decentralized models of program-target planning and justify the proposal for using foreign experience in the Russian practice of budget planning under the fiscal consolidation conditions. Based on the results of the research, the approaches and tools that improve the program budgeting effectiveness and quality in countries abroad are determined, and recommendations for improving the effectiveness of budget planning in the Russian Federation with account for foreign experience, particularly in the part of strategic and budgetary planning coordination, are substantiated. A form for justification of a budget request for funding a state program is developed that can be used as a budget goal-setting tool making it possible to match the goals and priorities of state strategic documents and the budget strategy with interim and final results of the state program implementation. It is concluded that the interrelatedness and interdependence of the Russian Federation strategic documents (strategic management, budget policy, strategic planning documentation, etc.), state programs and the federal budget will contribute to improving the effectiveness and quality of budget planning in the Russian Federation. В статье проанализированы методологические и практические подходы к программному бюджетированию в зарубежных странах, использующих лучшие практики. Цель работы - выявление мероприятий, повышающих эффективность программного бюджетирования в зарубежных централизованных и децентрализованных моделях программно-целевого планирования, обоснование предложения по использованию зарубежного опыта в российской практике бюджетного планирования в условиях бюджетной консолидации. Результат исследования - определены подходы и инструменты, повышающие эффективность и качество программного бюджетирования в зарубежных странах, обоснованы рекомендации по повышению эффективности бюджетного планирования в Российской Федерации с учетом зарубежного опыта, в том числе в части координации стратегического и бюджетного планирования. Разработана форма обоснования бюджетной заявки на финансирование государственной программы, которая может использоваться как инструмент бюджетного целеполагания и позволяет увязывать цели и приоритеты государственных стратегических документов и бюджетной стратегии с промежуточными и итоговыми результатами реализации государственной программы. Сделан вывод о том, что повышению эффективности и качества бюджетного планирования в Российской Федерации будут способствовать взаимосвязь и взаимообусловленность стратегических документов Российской Федерации (стратегического управления, бюджетной политики и стратегического планирования), государственных программ и федерального бюджета.
