Abstract

The paper explores unique characteristics of the natural environment, population and economic activities in the Arctic Area of Russia and identifies the key problems of its socio-economic development. Based on the management information, the interrelations between the elements of the Arctic environment are revealed. The foreign experience of the government promotion of social innovations is analyzed. A conclusion about the improper qualitative use of non-mineral and mineral resources of the Arctic Area is made. The interrelations between the elements are determined and efficient instruments of influence are proposed to achieve the maximum effect. The potentialities of the Russian Arctic Area are largely dependent on the human potential, therefore not only the natural resources of the region but also its demographic features are of interest. The human capital can be viewed upon as one of the strategic resources of the Arctic Area along with oil, gas, sea and air routes. В статье исследованы уникальные характеристики природной среды, населения и хозяйственной деятельности в Арк­тической зоне России, выделены основные проблемы социально-экономического развития. Проведена обработка управленческой информации, на основании которой выделены взаимосвязи между элементами арктической среды. Сделан вывод о недостаточно качественном использовании неминеральных и минеральных ресурсов Арктики. Определяются взаимосвязи между элементами и предлагаются рациональные инструменты воздействия для достижения максимального эффекта. Делается вывод, что возможности Арктической зоны России во многом связаны с человеческим потенциалом, так как интересны не только природные возможности Арктики, но и демографические ее особенности. Человеческий капитал можно рассматривать как один из стратегических ресурсов Арктической зоны, наряду с нефтью, газом, морскими и воздушными путями.
