Механизм повышения качества человеческого капитала: опыт Бахрейна // A Mechanism for Improving the Quality of Human Capital: Bahrain Experience

This paper explores the experience of the Kingdom of Bahrain in the development of national human resources. The subject of the study is the role of government’s and private initiatives in the development of the country’s human capital. Bahrain is characterized by heterogeneity of the population, which is reflected in the labor market where the majority of the employment is provided by the foreign labor. Therefore, the implementation of the policy of Bahrainization and improvement of the skills of the domestic employees is a vital problem for the monarchy at the present stage. The paper examines the unique experience of the Tamkeen organization created with the goal of increasing the productivity of Bahraini people and promotion of entrepreneurship. It is concluded that effective interaction between the state and the private sector as well as funding of programs for the development of national human resources boost the economic activity in the country. В данной статье исследуется опыт Королевства Бахрейн в развитии национальных человеческих ресурсов. Предмет исследования - роль государственных и частных инициатив в развитии человеческого капитала страны. Бахрейн характеризуется неоднородностью населения, что отражается на рынке труда, где большую часть занятости обеспечивает иностранная рабочая сила. Поэтому на современном этапе актуальной проблемой для монархии является реализация политики бахрейнизации и повышения квалификации отечественных кадров. В статье изучен уникальный для стран Персидского залива опыт Tamkeen, созданного с целью повышения производительности труда бахрейнцев и стимулирования предпринимательства. Сделан вывод о том, что эффективное взаимодействие государства и частного сектора, а также финансирование программ развития национальных человеческих ресурсов стимулируют экономическую активность в стране.
