Денежно-кредитная политика банка России и инфляционные процессы в экономике // The Monetary Policy of the Bank of Russia and Inflation Processes in the Economy

The adoption by the Bank of Russia of the inflation targeting regime coincided with a slump in oil prices and the beginning of stagnation turning into a recession. During this period, the economy witnessed a massive devaluation of the national currency, an inflationary shock and a sharp drop in real incomes of the population, business and investment activities. The paper examines the importance of the monetary and non-monetary inflation factors in 2014-2016 and analyzes the actions of monetary authorities. It is concluded that the Bank of Russia did not have any significant influence on the factors triggering inflationary processes since the acceleration of the inflation during that period was due to external factors. A dramatic increase in the key rate for the purpose of the ruble exchange rate stabilization led to a contraction of credit expansion and initiated a long investment pause. Переход Банка России к режиму инфляционного таргетирования совпал с резким падением нефтяных котировок и началом стагнации, переходящей в рецессию. В этот период в экономике наблюдались обвальная девальвация национальной валюты, инфляционный шок, резкое падение реальных доходов населения, деловой и инвестиционной активности. В статье рассматривается значимость монетарных и немонетарных факторов инфляции в 2014-2016 гг., анализируются действия монетарных властей. Делается вывод о том, что Банк России оказывал слабое влияние на факторы возникновения инфляционных процессов, поскольку ускорение инфляции в этот период было связано с внешними факторами. Драматическое повышение ключевой ставки в целях курсовой стабилизации рубля привело к сжатию кредитной экспансии и инициировало длительную инвестиционную паузу.
