Зачисление налога на доходы физических лиц в местные бюджеты в Российской Федерации // The Payment of the Personal Income Tax to Local Budgets of the Russian Federation

Abstract

The paper analyzes the prospects and implications of changing the federal and regional policies with the purpose to pass the personal income tax to municipal revenues. Based on the statistical data analysis concerning the budget utilization, it was shown that the reduction of the federal share of the personal income tax subject to payment to local budgets beginning with 2012 did not significantly affect the revenues of the latter. However, from 2014, the decrease in federal standards has been accompanied by a decrease in the transferred PIT share, which caused diminishing of its significance in local budget revenues and an increase in the importance of gratuitous receipts. It is doubtful that the attempt to reorient the sources of local budgets from the income tax to property taxes is adequate to the financial needs of Russian municipalities. В статье охарактеризованы последствия и перспективы изменения политики федеральных и региональных властей по передаче в доходы муниципалитетов поступлений по налогу на доходы физических лиц. На основании анализа статистических данных об исполнении бюджетов показано, что снижение на федеральном уровне с 2012 г. доли НДФЛ, обязательной к зачислению в местные бюджеты, не повлияло значимо на их доходы. Однако с 2014 г. сокращение федеральных нормативов сопровождалось снижением передаваемой доли НДФЛ, что вызвало снижение его роли в доходах местных бюджетов и рост значимости безвозмездных поступлений. Вызывает сомнение, что попытка переориентации источников местных бюджетов с подоходного налога на поимущественные налоги адекватна финансовым потребностям российских муниципалитетов.
