Abstract

The paper analyzes tax and non-tax revenues coming to the consolidated budget of the Russian Federation from the Arctic regions as well as the planned expenditures for the Arctic development taking into account the project approach, which makes it possible to justify the need to use specialized development finance institutions. Based on the analysis carried out by the authors, it is proposed to create an Arctic Budget Fund of the Russian Federation at the federal and regional levels to ensure uninterrupted funding of public expenditures related to the implementation of priority integrated projects for the development of the Arctic zone of the Russian Federation В статье проведен анализ налоговых и неналоговых доходов, поступающих в консолидированный бюджет Российской Федерации от арктических регионов, а также рассмотрены запланированные расходы на развитие Арктики с учетом проектного подхода, что позволило обосновать необходимость использования финансовых специализированных институтов развития. На основе проведенного анализа авторами предлагается создание Арктического фонда Российской Федерации на федеральном и региональном уровнях за счет средств бюджета в целях бесперебойного финансирования государственных расходов, связанных с реализацией приоритетных комплексных проектов развития Арктической зоны Российской Федерации.
