ДИНАМИКА ПРОЦЕНТНЫХ СТАВОК: ВЛИЯНИЕ НА ИННОВАЦИОННЫЕ ПРОЦЕССЫ В ВЕДУЩИХ СТРАНАХ МИРА // The Interest Rate Behavior: Its Impact on Innovation Processes in Leading Countries

The main purpose of the study was to find flexible tools to be used by the government for boosting innovative processes in the country. To this end, the analysis of the mutual influence of some macroeconomic indices reflecting the innovative activity of the leading countries was performed including the consumer price index, the key rate of the russian central bank, the number of patent applications filed in the country, the r&d costs and others. The subject of the study was the methodology for choosing the optimum way to change the key rate of the rf central bank to promote innovations. The inverse relationship between the refinancing rate value and the patent activity was revealed. To confirm the hypothesis about the impact of the refinancing rate on the innovative activity in the country, the mathematical statistics tools were used, in particular the index method and the correlation analysis. The results of the study made it possible to identify a number of factors affecting the investment and innovation processes in russia. The findings provided the basis for development of a model and methodology for choosing the direction of the interest rate change depending on the financial and economic policy priorities. Основной целью исследования является поиск гибких государственных инструментов активизации инновационных процессов в стране, что потребовало анализа взаимного влияния ряда макроэкономических индикаторов, таких как индекс потребительских цен, ключевая ставка цб рф, число патентных заявок, подаваемых на территории страны, затраты на исследования и разработки и т. Д., определяющих уровень инновационной активности ведущих стран мира. Предметом исследования стала методика выбора оптимального направления изменения ключевой ставки цб рф с точки зрения стимулирования инноваций. Установлена обратная зависимость между значением ставки рефинансирования и патентной активностью. В целях подтверждения гипотезы о влиянии ставки рефинансирования на инновационную активность в стране был использован инструментарий математической статистики, в частности индексный метод и корреляционный анализ. Результаты исследования позволили выделить ряд показателей, влияющих на инвестиционные и инновационные процессы в россии. Полученные данные положены в основу модели и методики выбора направления изменения процентной ставки в зависимости от приоритетов финансово-экономической политики государства.
