Оценка эффективности межбюджеТных трансфертов субъектам Российской Федерации // Assessment of the Effectiveness of Interbudget Transfers to Federal Subjects of the Russian Federation

Abstract

The purpose of the paper was is to determine the prospects for improving the assessment of the interbudgetary transfer effectiveness. The key theoretical approaches to measuring the efficiency and effectiveness of interbudgetary transfers are generalized; problems of the legal framework for the assessment are identified. The reasons for default in achieving the interbudgetary subsidy effectiveness parameters by federal subjects are formulated. Result-oriented interbudgetary transfers are characterized as an advantageous inter-budgetary reallocation scheme contributing to the higher efficiency of budget expenditures in this area. Proposals related to the establishment of a system of criteria for assessing the use of interbudgetary transfers as well as expansion of the result-oriented transfers are formulated. Цель статьи - определение перспектив совершенствования оценки эффективности межбюджетных трансфертов. Обобщены основные теоретические подходы к определению эффективности и результативности межбюджетных трансфертов, определены проблемы правового обеспечения оценки их использования. Сформулированы причины невыполнения субъектами Российской Федерации параметров результативности межбюджетных субсидий. Охарактеризованы межбюджетные трансферты, ориентированные на результат, как перспективная форма межбюджетного перераспределения, способствующая повышению эффективности бюджетных расходов по данному направлению. Сформулированы предложения по формированию системы критериев оценки использования межбюджетных трансфертов, а также расширению состава трансфертов, ориентированных на результат.
