Abstract

The paper describes methods for simulation management of developing global social and economic systems as well as the principles of circular economy in view of the new global world order based on identifying the main goals and strategies to achieve them. On the basis of the UN data, the new global system of humanity and goals of countries are analyzed. The changes in the pre-existing Westphalian world order system are highlighted. It is concluded that a new world order has been established on the planet. Its specific features are determined. A simulation model of the world order management is developed that takes into account the results of the system analysis of natural functions of countries, including Russia's economic development strategy, based on the study of economic, industrial and social indices that have particular quantitative values. Certain economic, technological and erroneous chaotic factors affecting the quantitative characteristic of the balance of powers in the world are examined. В статье рассмотрены способы имитационного управления развивающимися мировыми социально-экономическими системами, а также принципы циркулярной экономики с учетом нового глобального миропорядка на основе выделения главных целей и стратегий их достижения. На основе данных ООН проведен анализ новой глобальной системы человечества и целей государств. Показаны изменения существовавшей ранее Вестфальской системы миропорядка. Сделан вывод о новом миропорядке на планете. Определены его особенности. Разработана имитационная модель управления миропорядком с учетом проведенного системного анализа естественных функций государств, в том числе стратегии экономического развития России на основе анализа экономических, промышленных, социальных показателей, которые имеют конкретные количественные значения. Рассмотрены некоторые экономические, технологические и ошибочные хаотические факторы, влияющие на количественную характеристику баланса сил в мире.
