Abstract

The paper analyzes the concept and types of consumer budgets as well as their role in the country’s economy. The development of minimum consumer budgets is based on conceptual approaches to measuring the poverty. The principal methodological approaches to the development of minimum consumer budgets abroad are examined. The paper analyzes methods for estimating the minimum consumer budget in the United States. The practical purpose of minimum consumer budgets calculated in the US is to use them for forecasting the life quality and living standards, poverty measurement and estimation of household expenditures at different levels of well-being. The paper describes the approaches to the minimum consumer budget development in the EU. Unlike the methodological approaches used in the United States, the poverty and the minimum consumer budget indices calculated in the EU are based on the relative poverty concept. В статье анализируются понятие и виды потребительских бюджетов, а также их роль в экономике страны. В работе показывается, что построение минимальных потребительских бюджетов связано с концептуальными подходами измерения бедности. Рассматриваются основные методологические подходы к построению минимальных потребительских бюджетов населения за рубежом. В статье анализируются методы определения минимальных потребительских бюджетов в США. Практическое значение рассчитываемых в США минимальных потребительских бюджетов заключается в их использовании для прогнозирования качества и уровня жизни населения, измерения бедности, расчета стоимости расходов домохозяйств на разных уровнях обеспеченности. В работе рассматриваются подходы к построению минимальных потребительских бюджетом в странах ЕС. В отличие от методологических подходов, используемых в США, показатели бедности и минимальных потребительских бюджетов, рассчитываемые в ЕС, основаны на относительной концепции бедности.
