Abstract

The paper examines the effectiveness of the state policy in the support of small and medium-sized businesses (SMB) in terms of their access to financial resources. The analysis of the modern legal framework, strategic and policy documents and supporting institutions that provide assistance to SMBs in the Russian Federation and its regions with an emphasis on financial instruments is made. A comprehensive approach to evaluating the effectiveness of the state policy in the sphere of small businesses and its applicability to the SMB financial support is proposed. Particular attention is paid to the methodology for assessment of individual tools used by the state to support small businesses. The paper analyzes the SMB evolution as well as the effectiveness of the government financial support measures based on the case study of the Sverdlovsk Region. The economic component of the institutional contour of the SMB development in the Sverdlovsk Region is described. Prospects for improvement of the SMB financial support by the state are identified. В статье рассматривается проблема результативности государственной политики поддержки малого и среднего предпринимательства (МСП) по увеличению доступности финансовых ресурсов. Проведен анализ современной законодательной базы, стратегических и программных документов и институтов поддержки, оказывающих помощь МСП в Российской Федерации и ее регионах с акцентом на финансовые инструменты. Предложен комплексный подход к оценке эффективности государственной политики в сфере малого предпринимательства. Особое внимание уделено методике оценки отдельных инструментов государственной поддержки малого предпринимательства. Проведен анализ развития МСП, а также результативности реализации мер государственной финансовой поддержки на примере Свердловской области. Представлена экономическая составляющая институционального контура развитиям МСП для Свердловской области. Выделены перспективные направления совершенствования государственной финансовой поддержки МСП.
