О развитии банковского сектора России и его законодательном обеспечении // On the Development of the Russian Banking Sector and its Legislative Support

The paper discusses the findings of a research into the current problem of modernization of credit relations and the structure of the country’s banking sector. As the practice shows, when influenced by macro-economic and internal negative factors, the credit facility does not ensure effective inter-territorial and inter-sectoral mobility of capital, which causes the need in its improvement, particularly, based on the definition of its scope, taking into account the economy’s needs for credit resources and enhancement of the legislative base. As a supporter of the multi-banking sector, the author proves the necessity to develop new types of credit institutions and makes recommendations concerning the legislative support of their activities. В статье отражены результаты исследования актуальной проблемы модернизации кредитных отношений и структуры банковского сектора страны. Практика показывает, что под влиянием макроэкономических и внутренних негативных факторов кредит не обеспечивает эффективный межтерриториальный и межотраслевой перелив капиталов, что стало причиной возникновения необходимости в его совершенствовании, в том числе на основе определения его границ, учета потребностей экономики в кредитных ресурсах, улучшения законодательной базы. Являясь сторонником многопрофильного банковского сектора, автор показывает необходимость развития новых типов кредитных учреждений, формулирует рекомендации по законодательному обеспечению их деятельности.
