Экспортный Контроль России В Ракетной Сфере // Export Control In Missile Shipments In Russia

Abstract

The present stage of the economic development in Russia requires a more intensive use of scientific and technological achievements in the industry. However, raising the level of innovations and R&D intensity in sectors of export value should be consistent with the export control rules that play an important part in ensuring the political, military and economic security of the country. In view of the above, it is important to analyze the specifics of the export control. The purpose of the paper is to identify the specific features of the control over supplies of missiles and missile technologies as a measure of the external economic regulation. Based on the research findings it is concluded that Russia has to continue the national policy of the comprehensive control over shipments of missiles and missile technologies abroad and enhance the activities to defend the Russian interests. На современном этапе экономического развития России отчетливо проявилась необходимость интенсификации использования достижений научно-технического прогресса в промышленности. Однако повышение уровня инновационности и наукоемкости в секторах, имеющих экспортное значение, связано с экспортным контролем, играющим важную роль в обеспечении политической, военной и экономической безопасности страны. С учетом этого представляется актуальным анализ специфики осуществления экспортного контроля. Целью статьи является выявление особенностей контроля за поставками ракет и ракетных технологий как меры внешнеэкономического регулирования. По результатам исследования делаются выводы о необходимости для России продолжать национальную политику комплексного контроля за поставками за рубеж ракет и ракетных технологий и усиливать активность по отстаиванию российских интересов.
