Abstract

The paper suggests an approach to study the impact of global risks on public social and economic policy-shaping. Based on the World Economic Forum (WEF) report on global risks 2014, the impact of global risks on the social and economic development of Russia is examined. WEF risks estimations have been transformed using the author’s method and then compared to indicators of social and economic development and their threshold values. The approach allows to evaluate the degree of vulnerability of social and economic development of the country to the influence of global risks.The results of application of the suggested approach show that policy makers should take into account the importance of global risksand their impact on the economy in order to reduce its vulnerability and achieve social and economic development objectives. В статье предложен подход к исследованию влияния глобальных рисков на формирование социально-экономической политики государства. На основе данных об оценке глобальных рисков Всемирного экономического форума (ВЭФ) за 2014 г. рассмотрено влияние глобальных рисков на социально-экономическое развитие России. Оценки рисков ВЭФ, преобразованные по методикам, предложенным автором, сопоставляются с показателями социально-экономического развития и их пороговыми значениями. Это позволяет оценить степень уязвимости социально-экономического развития страны к влиянию глобальных рисков.Результаты применения предлагаемого подхода показывают, что при формировании социально-экономической политики необходимо учитывать роль глобальных рисков, их влияние на экономику с целью снижения ее уязвимости и достижения целей социально-экономического развития.
