Национальная Система Платежных Карт Как Инструмент Социально-Экономического Развития России // The National Card Payment System As A Tool Of The Russian Social And Economic Development

The maturity of any modern state is characterized by its ability to create and make efficient use of the tools of social and economic development. In most cases the development tools are created purposefully following the logic of development adopted by the state. Nevertheless, these tools may also include institutional and infrastructural mechanisms that were originally created for purposes other than the socio-economic development. The paper deals with one of the social and economic development tools - the national card payment system (hereinafter - NCPS), the appearance of which is often determined by the need to protect the national market of payment services from external impacts. In particular, the paper describes the NCPS types and NCPS channels of influence on the social and economic development of countries, including the possibility of using the Russian NCPS for solution of development tasks and the conditions for the efficient use of the NCPS as a tool of the social and economic development of the Russian Federation. Способность создавать и эффективно использовать инструменты социально-экономического развития характеризует уровень зрелости любого современного государства. В большинстве случаев инструменты развития создаются целенаправленно согласно логике концепции развития, принятой государством. Тем не менее в качестве инструментов развития могут выступать и такие институционально-инфраструктурные механизмы, которые изначально создавались для целей, отличных от целей социально-экономического развития. В настоящей статье рассмотрен один из таких инструментов социально-экономического развития - национальная система платежных карт (далее - НСПК), появление которой часто объясняется необходимостью защиты национального рынка платежных услуг от внешнего воздействия. В частности, в статье рассмотрены виды НСПК, каналы влияния НСПК на социально-экономическое развитие государств, в том числе возможности использования российской НСПК для решения задач развития; условия эффективного использования НСПК в качестве инструмента социально-экономического развития Российской Федерации.
