Abstract

The paper deals with the formation of modern mechanisms for the strategic management of the development of Russia. The subject of research is a complex of administrative, social and economic relations arising from the strategic management of the country’s development. The objective of research is to identify effective mechanisms of the strategic management under conditions of the economic instability in Russia. One of the mechanisms could be the regulation of government procurements. Particular attention is paid to promotion of innovations, support of small, medium-sized businesses and domestic manufacturers in the Russian economy through the system of procurements.It is concluded that the federal and local government procurements are one of the priorities and effective mechanisms of strategic management of the country’s development. Статья посвящена формированию современных механизмов стратегического управления развитием России. Предмет исследований - совокупность управленческих, социально-экономических отношений, возникающих при стратегическом управлении развитием страны. Цель работы - выявление эффективных механизмов стратегического управления развитием страны в условиях неустойчивости российской экономики. Одним из таких механизмов может быть регулирование госзакупок. Особое внимание в статье уделено вопросам стимулирования инноваций, поддержке малого, среднего предпринимательства и отечественного производителя в российской экономике посредством системы закупок. Сделан вывод, что государственные и муниципальные закупки являются одним из приоритетных и эффективных механизмов стратегического управления развитием страны.
