Abstract

The article describes the market and non-market principles of cadastral valuation of real estate; reviews the experience of their use in the Russian Federation at different historical stages; characterizes the process of determining and contesting the cadastral value of real estate in foreign countries; reviews foreign positive experience in determining the cadastral value with the purpose to improve the mechanism of establishing the cadastral value of real estate in the Russian Federation. Implementation of the authors’ proposals aimed to improve the process of cadastral valuation of real estate will increase the valuation quality and reduce social tensions associated with substandard cadastral valuation of real estate.It is concluded that the Russian Federation should create a uniform state system of cadastral valuation of real estate and this system should become an integral part of the Russian integrated cadastral system. В статье дается описание рыночных и нерыночных систем кадастровой оценки недвижимости, рассматривается опыт их использования в Российской Федерации в разные исторические периоды, приводятся характеристика процесса определения и оспаривания кадастровой стоимости недвижимости в зарубежных странах и зарубежный позитивный опыт определения кадастровой стоимости в целях совершенствования механизма установления кадастровой стоимости недвижимости в Российской Федерации. Реализация предложений авторов статьи по совершенствованию процесса кадастровой стоимости недвижимости позволит повысить ее качество и снизить социальную напряженность, связанную с некачественной кадастровой оценкой стоимости недвижимости. Делается вывод о том, что в Российской Федерации должна быть создана единая система государственной кадастровой оценки недвижимости, которая стала бы частью российской кадастровой системы.
