Take or pay" контракт на поставку электроэнергии как мера антимонопольного регулирования на рынке "на сутки вперед

Abstract

Предложен метод формирования в отношении поставщика контракта на поставку электроэнергии на рынке "на сутки вперед" (РСВ) на условиях "take or pay". В результате заключения контракта при достаточно общих условиях доминирующая ценовая стратегия поставщика на РСВ идентична его доминирующей ценовой стратегии на РСВ в случае отсутствия у поставщика рыночной силы. В общем случае цена и (или) объем поставки по такому договору являются функциями объема поставки поставщика на РСВ. Предложенный метод устойчив по отношению к вызванным неполной информацией о функции переменных затрат поставщика отклонениям прогнозных значений величин, используемых при формировании указанного контракта, от их фактических значений при условии, что указанные отклонения удовлетворяют определенным соотношениям. Формирование данного контракта может быть использовано в качестве меры антимонопольного регулирования в отношении производителя, обладающего рыночной силой на РСВ.
