Методология Анализа Неявной Оптимизации Управления Социально-Экономическими Системами

Abstract

Исследуется явление, названное "неявной оптимизацией", которое регулярно наблюдается в социально-экономических системах. Оно характеризуется тем, что выработка управленческих решений (программ, планов, параметров функционирования) происходит на основе компромисса между несколькими субъектами управления, а затем эти решения объявляются оптимальными. На самом же деле ничто не подтверждает, что задача ставилась и решалась как оптимизационная. В таком случае исследователь вынужден выяснять математическими методами, при каких условиях заявление об "оптимальности" действительно ей соответствует. Задача, которую решает исследователь, оказывается противоположной задаче классической оптимизации, а само решение в общем случае - неоднозначным. Излагаются методология анализа и метод решения для простейшего частного случая оптимизации одного числового параметра. Работоспособность метода иллюстрируется на примере, который связан с реформированием авиационной отрасли России.
