Стратегия Формирования Ипотечного Рынка В России

Abstract

Разработана стратегия создания массовой ипотеки в России, основанная на трансплантации модифицированного института стройсберкасс (ССК) и управлении его эволюцией. Рациональность предлагаемого решения подтверждается анализом развития ипотечных институтов в передовых странах, сопоставлением результатов, полученных в странах Восточной Европы и в России, а также модельными расчетами. Показано, что премия на сбережения в рамках ССК является более эффективным методом субсидирования покупки жилья, чем субсидирование начального взноса в рамках банковской ипотеки.
