Загадки Современной Экономики России И Политики Ее Государственного Регулирования

Abstract

Исследуется роль государства как регулятора нестационарной переходной российской экономики. Вводятся понятия экономических политик сильного и слабого государства, у которых существенно различается их целевая направленность: в рамках "сильного" государства предполагается "de facto" приоритетная ориентация его экономической политики на интересы основной массы населения, в рамках "слабого" - на интересы относительно небольшой группы "избранных". Утверждается, что в период радикальных реформ, особенно в 1990-е годы, фактически явно проводилась политика "слабого" государства. Анализируются причины реализации такой политики и мероприятия, необходимые для перехода к экономически "сильному" государству.
