Игровая Модель Выбора Стратегии Налоговой Инспекцией

Abstract

Рассматриваются два варианта игры, в которой налогоплательщики, исходя из своих экономических интересов, стремятся по возможности снизить суммы налоговых платежей, а налоговая инспекция - собрать как можно больше. Показано, что налогоплательщик подвергается существенному аудиту, если расчетный доход инспекции от его проверки превосходит некоторый порог. Аудит остальных несуществен. Если каждый налогоплательщик выбирает один из двух вариантов деклараций, то существенный аудит проводится с критической вероятностью. При трех вариантах декларирования налогоплательщики делятся на три подгруппы по величине расчетного дохода: проверяемые с критической вероятностью, с существенной вероятностью, обеспечивающей равную эффективность обоих доступных вариантов уклонения, и с несущественной вероятностью.
