Abstract

В статье показано, что объединение в одном законодательном акте таких разных понятий как муниципальное управление и местное самоуправление противоречит социологическому пониманию местного самоуправления как особого социального процесса, которое в социальном плане должно представлять результат самоорганизации населения на основе принятия жителями ответственности за жизнь в своем городе или поселке.
