Abstract

В статье анализируются действующая в России бюджетно-страховая модель финансирования здравоохранения. Отрасль рассматривается как сложная социально-экономическая система, с разнообразием внутренних и внешних связей, иерархией управления, широким спектром источников финансового обеспечения. Акцентируется внимание на специфике применения в отрасли государственных программ регионального уровня. Указаны проблемы, препятствующие широкомасштабному внедрению программного бюджетирования в здравоохранении на региональном уровне. Обоснованы предложения по расширению полномочий органов государственной власти субъектов РФ в сфере управления финансами.
