Abstract

В статье проведен анализ качества процесса стратегического целеполагания социально-экономического развития. Рас­смотрены существующие в научной литературе подходы к разработке целей развития региона, принципы программно-целевого управления и территориального планирования. Проведен анализ стратегического целеполагания при разра­ботке Программы социально-экономического развития Рес­публики Бурятия, выявлены недостатки и даны предложе­ния по улучшению качества целеполагания при разработке таких программ.
