Abstract

To give a comprehensive and unprejudiced account on the market reforms in Russia and China we have to examine the state in which the economies were before the reform. The failure to restore the national economy and ensure its accelerated development by market-oriented methods results in the immediate intervention of the state into production management and to the plan-based mechanisms of resources allocation, and this leads to dramatic change in the economic system.
