Современные Принципы Социальной Защиты Населения

Abstract

В статье обобщены принципы социальной защиты населения, рассматриваемые с различных позиций, выделены основные принципы, наиболее точно отражающие действующую систему. Основываясь на указанных принципах социальной защиты населения, видим, что большинство действующих социальных гарантий являются неэффективными и требуют срочного реформирования. Действующие социальные гарантии должны отвечать принципам установления, тем самым, выполняя возложенные на них функции. Обоснована необходимость совершенствования социальных гарантий, рационализация системы социальной защиты с учетом основополагающих принципов. В зависимости от рассмотренных групп доходов населения предложена дифференциация пособий для представленных получателей по нескольким уровням.
