Abstract

Рассмотрена эволюция внедрения Кодекса надлежащей практики по обеспечению прозрачности в бюджетно-налоговой сфере, разработанного МВФ, в трех редакциях. Определены основные направления усовершенствования оценки фискальной прозрачности. Формализована концептуальная схема механизма оценки государственных расходов и финансовой подотчетности.
