Abstract

Рассматривается методический подход к идентификации потенциальных кластеров в региональной экономике. В этой методике используются элементы методических подходов к выявлению кластеров М. Портера в американской (в 1990 году) и канадской (в 1997 году) экономических системах, однако предложенная нами методика по ряду компонентов существенно от них отличается и поэтому содержит элементы научной новизны. Представленная методика апробирована в экономике регионов Центрального Черноземья России. В частности, для Белгородской области выявлены 36 видов экономической деятельности, на базе которых возможно формирование кластеров. Определены пять потенциальных кластеров, в которых задействовано 26,7% от общей численности занятых в экономике области: агропромышленный, добывающей, металлургической промышленностей, по производству машин и оборудования и строительный кластеры. Использование предложенной методики позволит более эффективно проводить кластерную политику в регионах.
